Arcade Racing Legends was developed by indie game publisher PixelHeart and is the result of a successful Kickstarter campaign that brought in more than 300 backers. PixelHeart has referred to Arcade Racing Legends as the "Independent retro game of the year." The company created the game as a way of celebrating the 20th anniversary of the Sega Dreamcast.
